1. Otake FarmsVery High
Acres~55 (within Kaala Ranch TMK)
Operators7 farming families (Laotian, Cambodian)
StructureLicensed operators on private land
TMK66027010
Flood waters carried river debris with horizontal velocity across farmland. 1–4 ft of non-farmable silt/mud deposited over topsoil. Hazardous debris (glass, metal, pipes) embedded in fields. All farmers derive 100% of livelihood from farming.

Scope: Surface debris removal (~7,168 CY), embedded debris extraction (~40 ac), compost amendments (100–150 CY/ac), deep ripping/subsoiling.

Key issues: Irrigation system damage (broken pipes, pressure issues), road gravel washed out, soil contamination testing pending, beetle pepper die-off.

OwnerSavio Waialua Farmland, LLC
TMKs67001072 · 67001037 · 67001074
Ditch LF15,363 (GIS) / 16,000–17,000 (SOW)
Plantation-era ditch network unmaintained for decades. California grass and bamboo raised ditch bottoms. Unauthorized crossings and undersized culverts create chokepoints.

Scope: Ditch clearing ~16,000–17,000 LF, culvert/blockage clearing at multiple locations, upstream erosion source identification.

Key issues: Farm access roads impassable in rain, individual farmer crossings blocking flow, bottleneck points backing water up to upstream farms. Ditch clearing confirmed as qualifying for debris removal funding.
3. Mahiko FarmsHigh
Acres333
Operators88 lots / ~75 owners
StructureSubdivided ag lots (1–2 ac each)
OwnerMahiko Farms Partnership (Taogoshi / Aiea Realty)
TMK68006010
Ditch LF11,375 (GIS) / 11,000–12,000 (SOW)
Bridge and crossing structures functioning as choke points during storms, trapping debris and restricting flow capacity. Developer legally responsible for ditch maintenance but maintenance funds locked in probate after Taogoshi's 2024 death.

Scope: Ditch clearing ~11,000–12,000 LF, remove/modify 2–3 obstructive bridge crossings, road grading (2,000–3,000 ft x 20 ft).

Key issues: Unpermitted bridge bottlenecking canal drainage. Dole/Castle & Cooke holds irrigation easements with maintenance responsibility.
4. Old MillHigh
Acres43
Operators14 owners (CPR)
StructureCPR subdivision, AG-1 zoning
TMK66025010
Debris embedded in soil must be removed for land to be safely farmable. Drainage systems and culverts need restoration. Proximity to two intersecting rivers creates recurrence risk.

Scope: Embedded debris remediation ~5–10 ac, compost amendments (100–150 CY/ac), deep ripping, culvert clearing.

Key issues: Broad soil/mud removal high-cost with limited benefit — targeted approach preferred.
5. Ranch 1Moderate-High
Acres62
Operators43 lots / 16 owners
StructureSubdivided ag lots
OwnerSavio Ranch 1 LLC
TMK67002037
Ditch LF1,375 (GIS) / 5,249 (SOW)
Drainage and roadway damage impairing operations. Access bridge along Farrington Highway removed during ditch clearing — replacement needed for dual access safety in this high fire risk region.

Scope: Ditch clearing ~5,249 LF (including behind Ranch Camp housing), bridge replacement (1), gravel fill (1.5 mi x 2 ft x 1 ft deep).

Key issues: Conservation-focused water management plan needed to address recurring erosion and gravel loss.
6. KawaihāpaiModerate-High
Acres186
Operators58 CPR units
StructureCPR subdivision
TMK68003009
Ditch LF11,318 (GIS) / 11,154 (SOW)
Blocked culverts, failing bridge crossings, roadway erosion, and ditch systems with significant sediment and vegetation buildup.

Scope: Ditch clearing ~11,154 LF, culvert restoration (quantity TBD), bridge/crossing condition assessment.

Key issues: Access roads and drainage crossings vulnerable to continued failure during future storms.
7. Kaʻena Farm LotsModerate-High
Acres185
Operators28 lots
StructureSubdivided ag lots
TMK68002005
Ditch LF8,505 (GIS) / 9,842 (SOW)
Roadway erosion, blocked culverts, reduced drainage performance. Ditch systems partially obstructed by sediment, vegetation, and storm debris.

Scope: Ditch clearing ~9,842 LF, culvert restoration, drainage improvements at recurring washout locations.

Key issues: Impacts are preventative — recurring erosion and drainage deficiencies threaten long-term access and resilience.
8. Lovan FarmModerate
Acres59
Operators1 operator
StructureSingle operator lease
TMK66024001
Primary need is removal and disposal of C&D debris from storm impacts. Recovery straightforward once debris cleared.

Scope: Surface debris removal, hauling/disposal, staging coordination.
Kahuku Ag ParkAssessment · ~420 ac
Multiple farm operators · Road leveling + debris removal
~280 ac Ag Park + ~140 ac Zipline area (Neva estimate). Every farm needs road leveling and debris removal. Gravel needed for farm access roads. Ag Park encompasses ~30 individual farm lots (5–12 ac each).

Scope: Road leveling, debris removal, gravel for farm access roads. Full assessment needed.

Key issues: Large-scale ag area outside current NS scope. Multiple operators on individual lots within larger Campbell Estate parcels.
ʻIliʻili (Waiʻanae)Critical · ~8 ac
Multiple family farms · Severe flooding + home damage
Multiple farm properties along ʻIliʻili Road experienced severe flooding. Family homes and agricultural areas sustained flood damage including structural collapse. Properties remained flooded for weeks causing extensive damage and unsafe conditions. Mud/silt/clay deposits blocking drainage flow.

Scope: Debris removal (mud/silt/clay, 1–3 loads), excavator work, drainage restoration. Multiple individual property assessments needed.

Key issues: Combined residential and agricultural impacts. Families living on farm properties with damaged homes. Worsening flood risk from blocked flow. Navy drain outfall at Paʻakea Road causing erosion across multiple farm properties with large kiawe trees falling from softened ground.

Recovery coordination map

This map supports agricultural disaster recovery coordination following the March 2026 Kona Low storms. It provides spatial context for decision-makers, field coordinators, and partner agencies working on farm community recovery across the North Shore, Kahuku, and Waiʻanae.

Data Sources

  • Farm boundaries — TMK parcel data, City & County of Honolulu
  • Irrigation ditches — DLNR Drainage Canal dataset
  • Stormwater infrastructure — CCH Stormwater FeatureServer
  • FEMA flood zones — National Flood Hazard Layer
  • Field reports — Stormwater & Debris Reporter tools
  • Parcel ownership — QPublic / OWNALL database
  • Recovery SOW — Draft scope of work with DRC review

Important Caveats

  • Acreage figures are TMK parcel totals, not surveyed impact areas
  • Ditch LF is GIS-calculated from state irrigation canal data — some community ditches are not in the state dataset
  • Cost estimates are preliminary — no formal contractor bidding or engineering validation
  • Ownership reflects best available knowledge — informal arrangements may not be captured
  • Drawn boundaries (Kahuku, ʻIliʻili, Otake) are field-estimated, not surveyed

Known Limitations

  • TMK parcels load at zoom 14+ via ArcGIS FeatureServer
  • Field reports load live from Stormwater Reporter and Debris Reporter
  • No remote-sensing flood extent data — flood areas are field-observed
  • Kahuku and Waiʻanae assessments are preliminary
